The objective of this project was to build the institutional capacity of the Better Regulation Unit (BRU) and central Government to develop and implement a programme of Better Regulation for Malta.

NI-CO experts supported the BRU by:

• Ensuring that the BRU was equipped with the necessary knowledge and processes to lead and coordinate Better Regulation policy in Malta and which would also lead to more effective policy making across Government.
• The production of a Procedures Manual and a Training Manual to help the BRU in ensuring a simple, efficient and effective stock of regulation which reduces administrative burdens and compliance costs.
• A set of clear procedures, for use by the BRU and all Ministries and regulatory bodies throughout the development and implementation of the Better Regulation policies.
• Promoting Public Awareness together with other stakeholders; making the public aware of the Better Regulation policies being promoted and of the benefits, administrative burden reductions and cost savings resultant from such policies.
