The EC Police Mission to Albania (PAMECA) has existed in differing guises since 1997, and has helped modernise the Albanian State Police (ASP) through numerous training projects and capacity building programmes. This third phase of the programme, with a budget of €5.5m is funded by the European Union and implemented by NI-CO on behalf of the United Kingdom, in partnership with Austria.
