The way public sector institutions, rules and systems operate at central and local level and how the state relates to ordinary people is a central theme to the global poverty reduction agenda and is inseparable from other policy areas. Lessons from the past have highlighted that the provision of policy advice alone is no longer adequate to effect change in countries where dysfunctional, corrupt and unaccountable public institutions exist.
