In March 2003 the three government structures of BiH committed to undertake a programme of public administration reform (PAR), as contained in a PAR ‘Pledge Document’. In June 2003, the government of FBiH adopted a Civil Service Law (CSL) aimed at the de-politicisation of the civil service and Laws on Administration delineating the roles of various Ministries and Institutions.

Since March 2003, the PAR process has taken the form of a nationally led Inter-Governmental Task Force (IGTF). A structured review of progress against planned reforms, undertaken by the National Coordinator for PAR demonstrated that very limited progress had been made by November 2003.

The NI-CO team were responsible for the following:

  • Develop the co-ordination mechanisms and functional relations between the involved government structures and donors
  • Design and delivery of train the trainer programmes
  • Development of ‘merit based’ performance appraisal and recruitment systems
  • Design and delivery of performance appraisal and recruitment training
