The objective of the proposed project is to develop unified methodological approaches to solving the tasks of social protection development, establishment of social service standards in the subjects of the Russian Federation, development of criteria for selection of organizations with all property forms to provide social services. The issues proposed for consideration in the course of project implementation refer to the exclusive competence of state authorities.

• analysis of the regional and municipal legislation in the sphere of social protection and social services;
• formation of methodological approaches to:
• development of interaction mechanisms between the levels of power and with organizations of all property forms on social support issues;
• creation of a system of efficiency indicators in the social service sphere, and success criteria for the purpose of further social development forecasting and taking of additional measures;
• standardization, certification and licensing of activities in social protection sphere;
• development of an additional regulatory base package at all levels, including framework federal laws facilitating social protection development;
• formation of a regulatory base to support the non-state sector involved in social protection provision, including provision of social services to the people;
• organization of work in the subjects of the Russian Federation to analyze and forecast development of social services.
