Introducing Social Contracting to improve Social Service Delivery

Following a period of sustained upheaval and transition, Ukraine faced many problems that affect the social sphere, such as low income. Illnesses, homeless children, remoteness from society because of disability, joblessness, etc…

NI-CO experts facilitated the delivery of the following outcomes:

• Development of a model of social contracting with appropriate legal basis, stable financial mechanisms and adequate administrative systems including licensing and monitoring.
• Capacity building training for social managers at central, regional and community levels.
• Introduction of a social contracting model in 3 selected regions, monitoring the status quo and prioritising areas for improvement.
• The development of stronger, enhanced links between NGOs, local authorities and community groups with the implementation of Public Awareness campaigns
